Organisations should no longer collect ‘classic’ or ‘next generation (Medication, Mental Health, Maternity and C&YPS)’ Safety Thermometer data or submit it to the Safety Thermometer portal. Information on replacement metrics drawn from routinely collected data can be found on the Patient Safety Measurement Unit webpage.

The Safety Thermometer, launched in 2010, was one of the largest and longest-lasting data collection exercises in NHS history. It had a powerful impact in its early years. But more recent evaluations, research and feedback have shown that the data was incomplete, and it was no longer able to support improvement in the intended way. Because of this, new data sources were explored that could take the burden of data collection away from clinical staff and support new improvement initiatives. Ending the Safety Thermometer were publicly consulted on in 2019/20 as part of proposed changes to the NHS Standard Contract. The response supported ending the national collection of Safety Thermometer data from April 2020, and using alternative data sources to continue improving pressure ulcer prevention, falls prevention, VTE prevention and prevention of healthcare-associated infection.

All data collection for the ‘classic’ Safety Thermometer and the ‘next generation’ Safety Thermometers will therefore stop after March 2020. Plans for nationally-produced replacement data to support improvement drawn from routinely collected sources will be provided or signposted on the NHS England and NHS Improvement Patient Safety Measurement Unit webpage as soon as possible.

What is happening:

The process to submit your monthly Classic Safety Thermometer data is changing. All users will be required to submit their data online rather than via email. This means that from the June collection period we will no longer be accepting data submissions via email, you must submit your Classic data online. This provides you with two collection periods (April and May) to learn and test the online tools.


What does this mean for me?

There are no changes to the collection process – you will still survey your patients as normal and be able to enter the results into the Excel Tool. The difference comes in the submission process - rather than emailing the data to us, we will be asking you to export the data from the Excel Tool and upload the file directly to the website.


To do this, please follow the steps below.

  • Open the Excel Tool
  • Click on Administration
  • Click on Data Export
  • This will create a new file in the same folder as your Excel Tool with a name beginning with “STX….”
  • Log in to the Safety Thermometer website
  • Select the Classic Thermometer
  • Click on Collect Data
  • Click on Upload
  • Press the Upload File button, select the file created in step 4 (“STX….”) and press Upload
  • Press the Process button on the right hand side of the page and follow the instructions when prompted
  • And that’s it; your data has now been uploaded and saved to our system!


What will we do to support you?

To help make this process as smooth as possible for you:

  • We will set up your first admin user on the website (and additional users if required) – this will likely be your Safety Thermometer coordinator but can also be anybody who will be responsible for uploading the data within the organisation. Users will receive an email containing their log in details. 
  • We encourage users to try out the Uploader function by uploading your historic data to the website (using your latest submission file). This will give you a chance to use the online tools before making your monthly submission. However if you have any issues with this, our support team will be happy to upload your historic data for you.
  • We are hosting a series of training sessions via online WebEx every Tuesday morning where we will provide a demonstration of the online submission methods (including the Uploader), and answer your questions. Please book your place via the submission schedule calendar on the Safety Thermometer website – click on the session you wish to attend and then use the ‘Click to Attend’ button to book your place. 


What are the benefits of online submission?

  • Users of the web tools and app have found it significantly easier to collect and manage their data.
  • The website gives you greater control of your data allowing you to amend records, move records/surveys to different wards/dates, delete surveys entered in error, and more.
  • Greater control over your wards/teams, including marking wards as Inactive e.g. if the ward has closed.
  • Our new export functions make getting your data out for local uses even easier and faster.
  • The online tools give you instant access to ward level dashboards that are updated in real time as data is added.
  • You will no longer need to enter a submission key to submit your data.


Along with the Uploader function detailed above we also enable users to enter their data directly onto the website, or to collect and upload data via apps (for iOS and Android devices - available to download from the Safety Thermometer website).

What is happening :

From January we will be asking organisations to start using the new Upload function to submit data. This will be available on the Safety Thermometer website from Monday the 8th January 2018.  

The upload function will replace the current e-mail submissions method, which will be phased out by April 2018.

Why & What does this mean for me?

 Currently we spend a significant amount of time collating and processing the Safety Thermometer data from the files that are e-mailed to us each month.

By phasing out emailed data submission, we can turn around the data faster,which will give us more time and resource to continue to improve the Safety Thermometer.


Uploading the Data to the website will :

  • Give you full control over the data set- you can add, edit, delete and move around data
  • Give you a faster more consistent experience over the excel tools
  • Full control and transparency over the data load process – No Magic black box processing; you have full control of any decisions needed in the import process
  • Allow you to export your data at any time, you can export the whole data set or specify wards and date ranges to extract.
  • Give you access to set up users to collect and manage data on behalf of your organisation


The First time you load data : The system will scan the data and set up wards and load in your historical data set.

-          If you are considering moving over to using the online system you will only need to do this ONCE! And our team will happily help you through the process and even load up your historical data and add users for you.


Subsequent uploads: the system will scan the data and alert you to changes and differences. You have full control of the data and can make key decisions when uploading, for example if there is an unrecognised ward name in the data set you can decide to Create that ward on the system or assign that data to an existing ward name if it is a spelling mistake! You only need to load New / changed data on an ongoing basis.


Want to keep using your existing processes / generating exports from other systems?

If you want to keep using the excel tool or have other systems that collect the data and generate an output for submission each month, you are more than welcome to continue to do that.

It is not a problem – You will just need to load up the file each month, the system will prompt you for actions. You will only need to upload new data or changes, the system will maintain your previous data.

Do I have to use the new method in January?

We realise that this can seem daunting, please don’t panic! We would like to see people moving over and start using the upload from January so it’s a good time to start having a look at the documentation and booking onto a webex.

We will be proactively contacting you all and working with you to move over to the uploader from the new year.

We have updated the Classic Export Functions so that they all work from a single export screen. You can control which wards and date range that you want to export, there is a switch for the HSCIC format and a special button to create a 13 month export.
